Response to Big Data Strategy – Issues Paper

On Friday 15 March 2013 the Big Data Strategy – Issues Paper was released onto the AGIMO blog for public comment. The aim of the paper was to promote a conversation about the use of big data analytics by government, with a particular focus on the opportunities it may provide in terms of developing better policies and delivering more personalised services to citizens.

Comments have now closed. We received a very large number of responses and we would like to thank everyone for their input. The overwhelming majority of the responses were positive and constructive. This input is now being carefully considered and will guide the development of a Big Data Strategy.
The main themes of the responses were:

Privacy

Many respondents echoed the points that were raised in the paper about the privacy challenge that big data may represent. The recommendations we have received suggest that a Big Data Strategy should instil “privacy by design” as a guiding principle.

On the topic of privacy, it was also pointed out to AGIMO that the Issues Paper could give a false impression in relation to the way that the social media industry treats the personal information with which it is entrusted by Australian citizens. To clarify this point, and avoid the risk of any misunderstanding, the wording used was not meant to imply that social media providers allow access to individuals’ personal data, on commercial terms, to third party organisations. The information handling practices of social media providers is generally available through their publically displayed privacy policies.

Existing Expertise

AGIMO received a tremendous response from academic and research organisations as well as government agencies that are currently and actively using data in unique ways to produce value for the public.
AGIMO recognises that there is a wealth of existing skills and expertise in big data analytics throughout these sectors and will seek to leverage this expertise in developing the Big Data Strategy.

Business Drivers

Many government agency respondents have indicated that they would like the Big Data Strategy to provide guidance on how to best utilise big data analytics to address business problems. Many have also indicated that they would like assistance in making the practical links between the technical processes of big data analytics and the business processes that they could help to support.

Data Management Challenge

Many respondents agreed that big data highlighted and added a further dimension and urgency to existing well known data management challenges.
Once again, AGIMO thanks those who participated in the consultation process. We expect many of these contributions to be reflected in our Big Data Strategy.
